国务院前不久颁布了《关于进一步推进科技体制改革的若干规定》,重点突出两个“放活”:一是放活科研机构,调整科技系统的组织结构,推动科技与生产的紧密结合;二是进一步改革科技人员的管理制度,放宽放活对科技人员的政策,为充分发挥科技人员作用创造良好环境。这个规定十分重要。我们要加强科技体制改革的宣传报道,为促进《规定》的贯彻执行做出贡献。科技体制改革的报道内容是很广泛的。譬如,放宽放活对科研机构与科研人员的政策以后,一批科技人员将走出科研机构,走出高等学校,进入企业或企业集团,这样既可以大大增强企业的技术开发能力,也有利于人才成长,造就一批新型的企业
