社会保障制度,是体现城乡居民实际利益的保障制度,是共享改革开放成果的制度,是实现社会稳定和谐的制度。由于经济发展水平不平衡,城乡二元结构客观存在,因此尽管各级政府作了很大努力,社会保障制度有了明显进步,无论是农村社保,还是城市社保,还是城乡社保的关系,都比过去有了较大发展,但城乡社会保障制度的差别依然存在,保障水平悬殊还较大,如何建立城乡一体的社会保障制度,是我们面临的现实问题。未来五年,我们要高举先行先试大旗,在海西建设与福建跨越发展中,不断完善城乡社保制度,实现城乡社保一体化进程目标。
