根据“七五”国民经济发展计划的战略指导思想以及“星火计划”的方针和任务,结合我省实际,提出了1000:50:50万三个大目标,这就是建立一千个技术示范性乡镇企业,开发一千种具有市场竞争力的名、优拳头产品,投入产出比达1:5以上;开发五十种适用于乡镇企业和中小企业的成套技术装备,并形成批量生产;为乡镇企业和广大农村培训五十万名知识青年和基层干部,使之能够掌握一至两项当地适用的先进技术。大力加强成套技术装备的开发,是实施“星火计划”的一项重要任务。
According to the strategic guiding ideology of the “Seventh Five-Year Plan for National Economic Development Plan” and the guidelines and tasks of the “Spark Plan,” we will put forward three major goals of 1,000: 50: 500,000 in light of the reality of our province.
