笔者通过深入四川绵阳安县下设的一居民安置点,与驻扎于此的来自全国各地的六支志愿者队伍进行密切访谈和实地考研,了解到安置点内志愿者的现实状况,他们具有年轻化、多元化等特点,但也存在一些问题:缺乏统一管理,各自为阵,缺少专业训练。要想建立一支训练有素的灾区志愿者队伍,应该完善志愿者的登记注册制度,加强志愿者队伍的组织建设,加强志愿服务的立法建设,形成完整的管理体系和服务保障机制,真正起到为灾区服务的作用。
