党的十二大提出,我国经济建设总的奋斗目标是,在不断提高经济效益的前提下,力争到二○○○年使全国工农业总产值翻两番。这个战略目标是在对国民经济进行综合平衡的基础上制定的。它明确地告诉我们,要实现这个战略目标,一要提高经济效益,二要保持适当的增长速度;而后者要以前者为前提。坚持速度与效益的统一,是翻两番的基本要求。 翻两番,并不是要求各种产品、各行各业、各个地区都翻两番,而是总起来翻两番。农业产值翻不了两番。粮食也好,钢铁也好,能源也好,都翻不了两
The 12th National Party Congress proposed that the overall goal of our country’s economic construction is to strive to quadruple the gross industrial and agricultural output by the year 2000 on the premise of continuously improving economic efficiency. This strategic goal is formulated on the basis of a comprehensive and balanced national economy. It clearly tells us that in order to achieve this strategic objective, we must first increase economic efficiency and secondly, maintain an appropriate rate of growth.
