在社会主义发展的新形势下,我国对各地区的抗旱防汛工作要求越来越高。新时期下的防汛抗旱工作要坚持以人为本的原则,要达到人与水和谐发展的目标,在坚持统筹的同时也要做好预防蓄泄的准备防御工作,坚持管理和防御相结合的理念,坚持将工程措施和非工程措施并举,实现抗旱防汛技术的不断发展和创新,以应对全球气候变化带来的挑战。基于此,就新时期防汛抗旱工作现状和存在问题进行了深入探讨和分析,并提出了解决对策。
Under the new situation of socialist development, our country is demanding more and more flood control work in all regions. Flood control and drought relief work under the new era should adhere to the principle of putting people first. To achieve the goal of harmonious development between man and water, we must do a good job in preparing for defensive work while preventing floods and reservoirs, adhere to the concept of combining management with defense, The engineering measures and non-engineering measures should be taken simultaneously to realize the constant development and innovation of flood control technology for drought relief so as to meet the challenges brought by global climate change. Based on this, the status quo and existing problems of flood control and drought relief work in the new period are discussed and analyzed in depth, and some countermeasures are put forward.
