第一,按照市场经济的要求继续深化企业改革,建立适应市场发展的新机制。一是国有企业要加快向股份制转化的步伐。可以采取向外国公司出售股份,进行合作经营和合资生产,以利于开辟国际国内两个市场;再就是向社会和私营者发售股票,使更多的人成为企业的股东,支持企业的发展。二是加快国有企业技术改造步伐。大胆引进先进国家的管理经验和先进技术。三是企业的自主权必须得到尊重。建立健全法制,依法办事。四是建立厂长经理目标考核责任制。政府部门成立专门的考评委员会进行一年一度考核。
