以技术上重视设置屏障、管理上重视严格监管、事故处置上重视事后严厉追责为特征的传统安全管理已经趋于完善,但煤矿生产事故依然呈高发态势。以提升人的安全素质为核心的安全文化建设是一条新的安全管理的路径。煤矿安全文化建设的着力点当是准军事化管理、安全培训及危险预知训练。准军事化管理促使煤矿员工迅速实现由农民工向现代化企业员工的嬗变;安全培训使无知的员工变成掌握现代化开采知识技能的技术型员工;持续开展危险预知训练,可促使员工养成安全操作习惯,承担安全责任,主动参与安全管理,最终实现“零事故”安全生产目标。
The traditional safety management characterized by setting the barrier technically, focusing on strict supervision in management, and focusing on the aftermath of accidental disposal has been perfected. However, accidents in coal mine production still show a high tendency. The construction of safety culture with the core of improving people’s safety and quality is a new path of safety management. The focus of coal mine safety culture construction should be paramilitary management, safety training and danger prediction training. Paramilitary management urges coal miners to rapidly realize the transformation from migrant workers to modern enterprise employees. Safety training turns inexperienced employees into technical workers who master the knowledge and skills of modern mining. Continuing to carry out hazard prediction training can prompt employees to develop safe operation. Habits, bear the responsibility for safety, take the initiative to participate in safety management, and ultimately achieve “zero accident ” safety production goals.
