自中国电信在海外上市以来,企业引进了国际先进的理念和方法,企业发展也逐步进入良性循环,内部基础管理工作得到了明显改善,但是与国际上其他500强企业比较还存在一定的差距,尤其是当前我国国有企业改革和发展进入关键阶段,无论是经济大环境还是企业内部运行都需要我们更加规范各项经营行为,优化企业运作流程,提高企业运行效率。因此,中国电信浙江温州分公司(以下简称温州分公司)在深入企业生产一线进行调查研究的基础上,制定了效能监察的相关实施方案并进行了相应的安排和落实,对SP/CP管理、广告采购管理等五个领域的管理漏洞和薄弱环节开展了有针对性的效能监察工作。实践证明,这项工作对促进企业完善制度、规范流程、加强管控、防控经营风险起到了良好的作用。

Practice has proved that this work has played a good role in promoting the enterprises to perfect the system, standardize the procedures, strengthen the control and control and prevent the operation risks.
