一、河北省林业利用国际金融组织援贷款工作基本情况改革开放之初,我省为加快林业建设步伐,克服资金困难,开始引进国外资金发展林业。以我省平山县2811防护林造林项目为起点,我省开始持续利用外资发展林业。截止到2012年底,我省已经竣工验收的共有四个国际合作造林项目和四个利用世行贷款造林项目,包括中国政府和世界粮食计划署合作的河北省平山县2811防护林造林项
