目前,我国正处在一个深刻变革的时期,作为通过提供卫生服务来保障人民健康的卫生事业来说,也在发生巨大的变化。如:医疗机构的承包、医院的经营、医疗市场的引进、私人开诊方式的出现等等,为卫生事业的管理开拓了新的领域。但我们认为所有这些变化都应该是在一定的前提下或基础上进行的。而这些前提、基础主要表现为:对医疗质量、医疗费用等的认识、标准的建立和控制问题。以往不少学者对这些问题进行过单独、深入,有益的探讨。本
