一、總纲根據新民主主义教育總方针,小学為國民基礎教育,其宗旨為培養具有初步革命思想,民主精神,文化教養,健康體魄,勞动習惯的新国民。二、學制 (1)小學仍暫定為四二制,入学年齡初級定為六歲至十二歲,高级定為十至十六歲。為适应特殊情况,年龄稍大亦可招收。初级小学四年,得单独设立,高级小学二年,以与初小合设为原则,称完全小学。必要时可单独设立。 (2)小學以秋季始案為原則,但原有春季始業的班級不變。
