2003年开始,我国进行了新型农村合作医疗试点,溆浦县自2007年9月起开始在桐木溪乡进行新农合试点工作,2008年新型农村合作医疗试点工作在全区43个乡镇全部铺开。溆浦县总人口87万,其中农村人口77万,山区、半山区占总面积的2/3以上,是个典型的农业大县,其合作医疗运行状况具有一定的代表性。通过对溆浦县新型农村合作医疗运行情况中的问题进行分析调查,并对新型农村合作医疗试点工作存在的问题提出了相应对策、建议。
Since 2003, China has carried out pilot projects of new-type rural cooperative medical care. Since September 2007, Xupu County started pilot work of NCMS in Tongmuxi Township. In 2008, the pilot work of new-type rural cooperative medical care was carried out in 43 townships and towns in the region open. Xupu County has a population of 870,000 with a population of 770,000 in rural areas and a mountainous area and semi-mountainous area accounting for more than two-thirds of the total area. It is a typical agricultural county with a representative representative of its cooperative medical operations. Through the analysis and investigation of the problems in the operation of the new-type rural cooperative medical system in Xupu County, the corresponding countermeasures and suggestions are put forward for the problems existing in the pilot work of the new-type rural cooperative medical system.
