Emphasis on leadership and strong organizational strength are the keys to enhancing the consciousness and firmness in carrying out the scientific outlook on development through study and practice. By focusing on practical features and in close connection with reality, can we ensure the pertinence and effectiveness of carrying out the study and practice of the scientific concept of development. To solve the outstanding problems, can we promote the study and practice of the scientific concept of development in a down-to-earth manner; to crack down on institutional obstacles and establish a long-term mechanism can we maintain the long-term and long-term scientific development. Emancipating the mind, seeking truth from facts, people-oriented, co-ordinating and coordinating, and trimming the entire periphery should be carried through the study and practice activities.
