党委“减副”,意在提升执政的效率和品质。作为建立一个新的、完整的党委领导机制和运行机制的一个突破口,其改革效应值得期待。一种新的机制,在运行中往往会面临一些新的矛盾和问题,此“次减副”也不例外。角色如何转变,定位如何明确,关系如何理顺,包括今后将如何发展,都是当前理论研究者和实践者所密切关注的问题。今天,我们试图来回答。也许,答案本身还不够成熟、不够完善。因为改革还仅仅是开始;前方的路怎么走,需要更多的探索。
Party committees “reduce deputy”, intended to enhance the efficiency and quality of governance. As a breakthrough point in establishing a new and complete leadership and operating mechanism for party committees, the effect of the reform is worth the wait. A new mechanism often faces some new contradictions and problems in operation. This “sub-subtraction vice” is no exception. How to change the role, how to define a clear relationship, how to straighten out the relationship, including how to develop from now on, are the issues that the current theoretical researchers and practitioners pay close attention to. Today, we try to answer. Perhaps, the answer itself is not mature enough, not perfect. Because the reform is still just the beginning; how to go the road ahead, need more exploration.
