中南军政委员会于十二月二日发出「关于干部在土地改革工作时期的八项纪律」一件,要求一切参加土地改革工作的干部与工作人员、人民解放军的指战员、人民政府与人民团体的工作人员,在士地改革期间严格遵守,以保证士地改革政策的正确实施。并规定对该八项纪律执三、依法严惩不法地主,坚决领导群众开展合法斗争,打击地主抵抗与破坏行为,防止乱打乱杀。四、明确划清敌我界线,不得丧失立场,制造与参加乡村宗派纠纷。
