法人治理结构建设是我国公共图书馆体制改革的核心内容,也是重要的发展趋势。我国公共图书馆法人治理结构的缘起与演进经过了萌芽成长、规范推进、延展提升等阶段。其主要特征包括:以坚持党的领导为保障、以管办分离为变革关键、以维护公益为价值取向、以多元投资为建设机制等。在法人治理结构的建设中,图书馆应重点关注落实图书馆独立的法人权力、兼顾各方主体的诉求与利益、推进配套制度的系统化改革、注重发挥图书馆理事会的功能等内容。
The construction of corporate governance structure is the core content of the public library system reform in our country and also an important trend of development. The origin and evolution of the corporate governance structure of public libraries in our country have progressed through such stages as sprout growth, standardization, extension and promotion. Its main features include: insisting on the leadership of the party as the guarantee, separation of management and operation as the key to change, safeguarding public welfare as the value orientation, and diversifying investment as the construction mechanism. In the construction of corporate governance structure, the library should pay close attention to the implementation of the independent legal power of the library, give consideration to the demands and interests of all parties, promote the systematic reform of the supporting system and pay attention to the functions of the library council.
