时下,企业一般都有了经营自主权。可厂长们反映有了经营自主权,无自主的时间,没落实的功夫,经营自主权仍然是“水中月、镜中花”! 我的邻居就是一位国有企业厂长。他告诉我:他难有“时间自主权”,上级找他汇报,下级向他报告,部门检查要他接待,各种会议要他参加,“钟表很难走着自己的时间”。他埋怨:“没有时间自主权,何以落实经营自主权”!
Nowadays, companies generally have the right to operate. But the factory managers reflected that they had operational autonomy, no time for self-determination, no effort to implement, and the autonomy of operations was still “in the water, mirroring in the water”! My neighbor was a director of a state-owned company. He told me: He has difficulty in “time autonomy,” and his superiors report him. The lower level reports to him.
