改革开放和建立社会主义市场经济体制的新形势,对民兵、预备役部队建设来说既是前所未有的挑战,又是一个非常难得的极好机会。如何适应这种变化了的形势,谋求更新的发展,是当前乃至今后一段时间里国防建设的一大主题。为迎接挑战,抓住机遇,许多省军区、军分区都从理论与实践的结合上进行了一些有益的尝试和探索。本刊特开辟专题,介绍来自山东、陕西等省区在这方面的研究成果。
The new situation of reform and opening up and the establishment of a socialist market economic system are both an unprecedented challenge and an extremely rare and excellent opportunity for the construction of militia and reserve forces. How to adapt to this changing situation and seek newer developments are one of the major themes in the national defense construction for the present and for some time to come. In order to meet the challenges and seize the opportunities, many provincial military regions and military sub-regions have made some beneficial attempts and explorations from the combination of theory and practice. This issue has opened a special topic to introduce the research results from Shandong, Shaanxi and other provinces in this area.
