绵竹县把发展乡镇企业作为振兴县级经济的战略重点。1978年到1990年12年间,以年均30％左右的速度持续、稳定增长。1991年以后,连续两年实现翻番,被省委、省府列入全省一条线的重点经济建设区,跃入全省十强之列。 一、转变观念,增强发展乡镇企业的意识,是发展乡镇企业的前提 我县在发展乡镇企业的过程中,也经历了一个“限制——默许——引导——大力发展的过程。在中央、省、市关于加快发展乡镇企业的文件精神指导下,几年来,在全县干部农民中,集中地开展了几次关于乡镇企业的宣传
Mianzhu County regards the development of township and village enterprises as the strategic focus of revitalizing the county-level economy. Between 1978 and 1990, the average annual growth rate was around 30%. Since 1991, it has been doubled for two consecutive years. It has been listed as a key economic construction area in the province by the provincial party committee and provincial government, and has leapt into the top ten of the province. First, changing concepts and increasing the awareness of developing township and township enterprises are the prerequisites for the development of township and village enterprises. In the process of developing township and village enterprises, the county also experienced a process of “limitation, acquiescence, guidance, and vigorous development.” Under the guidance of provincial and municipal guidelines on accelerating the development of township and township enterprises, in the past few years, among the county’s cadres and peasants, several publicity campaigns on township and village enterprises have been carried out.
