At the turn of the century, both the developing countries and the developed countries are massively restructuring the state-owned economy. In 1996, all countries in the world obtained funds of more than 90 billion U.S. dollars through the transfer of property rights of state-owned enterprises, much higher than the 63.8 billion U.S. dollars in 1995.
