沿北纬50度线进入内蒙古,在呼伦贝尔穿越大草原,一路向东跨入大兴安岭腹地唯一的城市——根河。根河是中国最冷的城市,历史最低温度-55℃。十几年前,这里的退休人员捏在手里的不是养老金,而是冰碴一样的“白条”。今年6月,本刊记者赴千里兴安林海,寻访了内蒙古大兴安岭林管局(以下简称“林管局”)历经“冰火两重天”的社保征程。
