党的十六届四中全会《决定》指出:“重点抓好领导干部的理论和业务学习,带动全党的学习,努力建设学习型政党。围绕增强执政意识、提高执政能力,创新培训方法,提高培训质量,大规模培训干部。建立和落实领导干部的学习考核和激励机制。”这既是对干部教育培训提出的新要求,也为今后的干部教育培训指明了方向。当前干部教育培训工作面临的主要任务是创新发展,突破干部工作中的难点,适应“大规模”培训的需要。但是在实际工作中,我们如何突破种种难点,使干部培训工作科学发展,这是干部培训的关键所在。
