1987年7月,力了进一步提高企业档案管理水平,国家档案局根据《国营企业档案管理暂行规定》的要求,发出了开展企业档案管理升级活动的通知,这是全面提高企业档案工作水平的又一措施。企业档案管理升级,对档案监督指导部门来讲,无疑又是一付重担。不少档案局(馆)不得不把在正常的监督指导工作中都显得不足的力量投入到企业档案管理升级中去,随着时间的推移,我们就会发现,在各地程度不同地显现出企业档案管理升级的“疲乏”状态。所谓企业档案管理升级中的“疲乏”状态,是指少数档案管理基础好,经过努力,达到了先进企业档案管理水平后,多数企业由于档案管理基础欠佳等因素,一时还升不了更高的级別,出现档案管理升级过程难以为继的局面。
