服务型政府是在公民本位理念指导下,在社会民主秩序的框架下,通过法定程序,按照公民意志构建起来的以为公众服务为宗旨并承担服务责任的政府。因此,服务型政府的公共管理及其绩效评估应该以公众是否满意作为标准。实施绩效评估就应该扩大公众的参与,确立公众的评估主体地位。本文就政府绩效评估的公众参与的有关问题作以论述。
Under the guidance of the concept of civicism, a service-oriented government is a government that takes the public service as its purpose and takes service responsibilities through legal procedures and according to the will of the citizens under the framework of a social-democratic order. Therefore, the public administration of service-oriented government and its performance evaluation should be based on the public’s satisfaction as a standard. The implementation of performance evaluation should expand public participation and establish the public’s assessment of the dominant position. This article discusses the related issues of public participation in government performance evaluation.
