第一条为了贯彻一九八五年九月二十四日国务院发布的《工资基金暂行管理办法》,落实《国务院关于进一步加强工资基金管理的通知》(国发[1989]31号),切实加强国家机关、事业单位的工资总额控制和工资基金管理,特制定本办法。第二条工资基金是用于职工各项工资文出的专用资金。工资基金管理的目的,是落实工资总额计划,保证工资总额的合理增长。第三条按照国务院关于劳动工资计划管理的分工,人事部门负责国家机关、事业单位的工资基金管理,并纳入人事计划管理的运行轨道。
Article 1 In order to implement the Interim Measures for the Administration of Wage Funds promulgated by the State Council on September 24, 1985 and implement the Circular of the State Council on Further Strengthening the Management of Wages and Funds (Guo Fa [1989] No. 31), Strengthen the state organs and institutions of the total wage control and wage fund management, specially formulated this approach.
