经过改革开放三十年的发展,中国暨浙江对外开放的体制和环境已发生重大变化,开放型经济进入新的发展时期。党的十七大提出“内外互动、互利共赢、安全高效”的新要求,省第十二次党代会提出“加快构筑开放新格局”的战略部署。本文拟在总结概括浙江开放型经济发展出现的新趋势新特点,以及深刻分析浙江开放型经济发展面临的严峻形势基础上,提出因时而变,顺势而为,着力做好“树立新的开放理念,实施新的开放战略,构筑新的开放格局”这三篇大文章,推动浙江开放型经济水平的提高和国际竞争力的增强。
After 30 years of reform and opening up, major changes have taken place in the system and environment for the opening up of China and Zhejiang, and the open economy has entered a new period of development. The 17th CPC National Congress proposed the new requirement of “interaction inside and outside, mutual benefit and win-win, safe and efficient”, and proposed the strategic plan of “speeding up the construction of a new pattern of opening up” at the Twelfth Congress of the Province. Based on the summarization of the new features and trends emerging in the development of Zhejiang open economy and the serious analysis of the severe situation facing the development of Zhejiang open economy, this paper proposes to establish a new opening up Concept, implement a new open strategy, and build a new open pattern "These three major articles, to promote the improvement of Zhejiang’s open economy and international competitiveness.
