近读《秘书》杂志1988年第二期关静芬同志《“掌管事务”并非“管理事务”》一文(以下简称关文),对其基本观点有不同看法,现捉出与关静芬同志商榷。关文认为:“时下,诸多文秘论著在谈及秘书工作时,常将‘掌管事务’讹写为‘管理事务’”,并引用《政务院关于各级政府机关秘书长和不设秘书长的办公厅主任的工作任务和秘书工作机构的决定》一文中“秘书长和办公厅主任工作的性质是既要参与政务,又要掌管事务”一语,来论证“管理事务”实为讹写。显然,关文的观点和论证是经不起推敲的。首先,我们知道,“秘书”与“秘书长”(或办公厅主任)两个概念的外延和内涵各不相同,其工作性质、职责亦有区别。如我们高校校长办公室主
