体面劳动是对劳动者社会经济权利的综合体现。外资的进入在促进我国生产力发展的同时,也必然影响到与生产力密切相关的劳动关系。研究FDI对东道国体面劳动的影响程度、影响机制和影响因素,具有重要的理论价值和显著的现实意义。截至目前关于FDI对劳动力的溢出效应,以及对体面劳动影响的研究相对空白。本文试图通过导入FDI对东道国劳动力外溢影响的因素:投资目的、投资集中度、技术转移和东道国环境制度,进而分析国内外学者关于FDI对体面劳动主要指标影响的研究观点。通过提炼发现,投资性质、技术落差、人力资本储备是影响FDI对劳动力市场溢出效应的关键要素,它们对体面劳动中公平就业、劳动权益和社会保护等方面产生了不同的影响。这些结论将作为FDI对我国体面劳动影响研究的理论借鉴。
Decent work is a comprehensive reflection of the social and economic rights of workers. The entry of foreign capital, while promoting the development of the productive forces in our country, will inevitably affect the labor relations that are closely related to the productive forces. Studying the impact of FDI on the decent work in the host country, the influencing mechanism and the influencing factors have important theoretical value and significant practical significance. Up to now, the spillover effect of FDI on labor force and the impact on decent work are relatively blank. This paper attempts to analyze the impact of FDI on the labor force spillover in the host country by analyzing the factors influencing the spillover of FDI in the host country: investment purpose, investment concentration, technology transfer and host country environment system. Through the refinement, it is found that the nature of investment, technology gap and human capital reserve are the key factors that affect the spillover effects of FDI on the labor market. They have different impacts on the fair employment, labor rights and interests and social protection in decent work. These conclusions will serve as the theory of FDI on the study of the impact of decent work in our country.
