长期以来,我国工商企业领导体制的实质是上级任命制加终身制。实行厂长负责制之前,企业事无巨细,一切由书记一人说了算。实行厂长负责制之后,则是厂长说了算。有的企业甚至一人身兼厂长、书记二职。企业职代会的地位和作用没有得到充分体现。
For a long time, the essence of the leading system of business administration in our country is the appointment of the superior and the tenure of life.
