“Theoretical Frontier” In 1998, No. 20 and No. 21 serialized a dissertation: “Studying the Socialist Economic Theory with Chinese Characteristics” (hereinafter referred to as “Theories”). The main arguments the paper maintains are: (1) “Socialist Market Economy” and “Socialist Economy” are concepts with the same meaning. Therefore, the 15th National Congress proposed that "the non-public ownership economy belongs to the socialist market economy.
