回顾财政部经济建设司参与国家粮食直补政策制定实施的过程……真实地反映出参与决策的党员干部们不断自觉地对以往粮食补贴工作进行“绩效评估”和深刻反思的思想轨迹……问题的发展总有个过程,从无到有,从小到大。倘能及时发现,把握住问题的本质,就能及早解决。我国粮食直补政策从提出建议到贯彻实施已经有5个年头。历史已经雄辩地证明:党中央、国务院及时出台粮食直补政策,实现了我国政府对种粮农民直接补贴制度划时代的创新,
