党的十八届四中全会提出建设法治国家总目标和全面推进依法治国的重大任务,为我们提出了一个新课题:建设和弘扬法治行政文化。法治行政文化是伴随我国依法治国的全面推进而提出来的。要实现法治国家科学立法、严格执法、公正司法、全民守法的愿景,立法机关、执法机关、司法机关承担着重大责任。在这种背景下,行政文化作为公共行政管理的灵魂,就要刻不容缓地围绕法治系统建构和弘扬法治行政文化。
The Fourth Plenary Session of the 18th CPC Central Committee proposed the major task of building a state with the rule of law and the overall task of promoting the rule of law in an all-round way and proposed a new task for us: to establish and carry forward the administrative culture of the rule of law. The rule of law administrative culture is brought forward along with the all-round promotion of governing the country according to law. In order to realize the scientific and scientific laws of the country governed by the rule of law, the vision of strict law enforcement, fair judiciary and law-abiding citizen shall bear the great responsibility of the legislature, law-enforcement organs and judiciary. Under this kind of background, as the soul of public administration, the administrative culture must urgently construct and promote the administrative culture of law and order around the rule of law system.
