1 政府挂帅,卫生牵头,动员全社会参与1.1 健全机构 1996年,彭阳县成立了以分管县长为主任,县人民政府办公室主任、县卫生局局长为副主任,县农业局、建设局、财政局、计经局、教育局、广播电视局等部门一把手为主任委员的县初级卫生保健委员会,下设办公室,卫生局局长兼任办公室主任,负责日常工作。全县19个乡镇也都相应地以政府一把手为主任,卫生院院长为副主任、各相关部门负责人为委员的乡镇初级卫生保健委员会,从而在全县形成了初级卫生保健网络。
