在支撑中国经济下一个增长周期的红利与要素趋减的情况下,宏观政策调整既要着眼于经济增长、物价稳定、结构调整与民生福祉,更要致力于破解制约经济中长期发展的相关约束条件,尤其是政府管理体制的改革,全面落实以经济增长方式转型为主线的改革思路。从今年中央经济工作会议提出的五大工作任务来看,短期内中央希望通过积极的财政政策和稳健的货币政策来保持经济平稳增长;中长期来看,中央希望通过加快推进经济增长方式转变来防止经济大起大落,寻找一种能使经济保持持续活力的增长机制,确保“十二五”
