党的领导是建设社会主义新农村的根本保证。改革开放以来,随着厦门经济特区建设的逐步推进,特别是随着新一轮跨越式发展的扎实推进,厦门周边农村地区的村党支部在市委以及乡镇党委的高度重视下,围绕推进城乡统筹发展、推进现代化农业建设、全面深化农村改革、大力发展农村公共事业、千方百计增加农民收入等方面,加强村党支部建设,不断进行自身的调整和完善,使自身的创造力、凝聚力和战斗力得到持续提升,农村基层党组织建设各项工作逐步规范,有力推动了农村经济和各项社会事业的发展。但也有一些村党支部软弱涣散,不能发挥战斗堡垒作用,严重制约了农村经济和各项社会事业的发展。当前,按照中央提出的“生产发展、生活宽裕、乡风文明、村容整洁、管理民主”的总要求,积极推进新农村建设,关键在于加强厦门周边农村地区村党支部的自身建设,特别是整顿软弱涣散的村党支部,使各村党支部成为厦门新农村建设的组织者、推动者。
