1983年底国际海事组织公布了1986年至1982年期间海洋液货船严重事故统计分析。自1978年以来。国际海事组织每年都公布这种统计分析,其目的在于从中吸取教训,研究改善措施,促进液货船航行安全,保护海洋环境。进行这项工作的起因是1978年利比里亚油轮“阿莫科·卡迪兹”触礁断裂,所载近23万吨原油流入海中,造成严重污染。海事组织决定建立液货船事故统计分析指导小组,要求各会员国提供严重事故的详细情况,进行分析研究,并定期公布。
The end of 1983 the International Maritime Organization announced the 1986-1982 period of marine tankers statistical analysis of serious accidents. Since 1978. Every year, the IMO publishes such statistical analysis with the purpose of learning lessons from it, studying improvement measures, promoting the safety of tankers sailing and protecting the marine environment. This work was carried out because of the rupture of Liberia’s liner “Amoco Cadiz” in 1978, which caused nearly 230,000 tons of crude oil to flow into the sea, causing serious pollution. IMO decided to set up a steering group on statistical analysis of tankers accident and asked Member States to provide details of serious accidents, carry out analytical studies and publish them on a regular basis.
