清代东北地区招抚锡伯、卦尔察“新满洲”[1]入旗,是“新满洲”及东北满族发展的重大事件,学界对此问题研究已有一定基础。[2]预为说明的是,已有成果研究时段多为清初,特别是仅就锡伯由蒙古旗编入满洲八旗进行研究,或以迁徙为例而论述,其族称、编旗佐领及兵丁额数等多有讹误,未有定论;且多以锡伯为视角展开研究,而未见对卦尔察[3]编旗论述者。笔者不揣浅陋,试对此问题作进一步阐述。
