一、有效教学的提出素质教育的核心实质应该是全面提高教育教学质量,而非抛弃教育教学质量。可是,一些实际真正实施素质教育的地区和学校,却有很多已经远远地背离了素质教育的初衷,结果不但没有促成学生素质的普遍提高,反而促成他们素质的普遍下降,其课堂教学普遍存在无效教学或者微效的现象。有效教学的理念就是在这样的条件下产生的。可见,这实在是对素质教育在推行过程中所产生的错误倾向的纠正和补充,是在进一步推行素质教育过程中所提出的一种更为先进的课堂教学和教法理念。
