分析了陕西省渭北旱地资源优势和劣势，提出渭北旱原农业发展具有很大潜力，并用渭北旱原合阳县近年农业生产和经济发展的实践说明了这些潜力是可以实现的，指出渭北旱地农业可持续发展的主要途径及实施方法；同时对渭北旱地农业可持续发展从策略上进行了论述，对消除这一地区的贫困，保证粮食供给，减少和控制环境污染和合理利用自然资源等有一定的借鉴。
