法治文化的形成需要多重力量组合发力。领导干部要率先垂范。各级党政机关尤其是领导干部要克服人治思想,增强法治观念,习惯以法治思维和法治方式思考和解决问题,才能够带动全社会崇尚法治,形成法治文化。政府依法行政、司法机关公正司法、立法机关科学立法,这些都是影响法治文化的重要因素。媒体要理性传播。媒体是培育法治文化、树立法治信仰的关键一环。媒体的理性和规则意识、自律和责任担当,对整个社会形成法治文化具有重要作用。
