随着美国战略重心向太平洋的转移,美国国内对人民解放军海军的现代化建设愈加关注。本文编译自2005年11月18日发布的美国国会研究署报告。作者罗纳德·奥若克系美国国会研究署外交事务、国防和贸易小组防务专家。原作者依据美国国防部的报告以及众多美国评论人士的报道评估了中国海军现代化建设的进展并分析了未来的发展前景。需要注意的是,原作者在文中流露出明显的中国威胁论的论调。中国海军正常的装备更新换代以及技术发展都被其作为宣扬中国海军威胁太平洋地区安全的论据。本刊刊发此文并非同意其观点,亦非证实其内容,仅供有兴趣的读者参考。
As the U.S. strategic center of gravity shifted to the Pacific Ocean, the United States has become increasingly concerned about the modernization of the People’s Liberation Army Navy. This article is compiled from the report of the U.S. Congressional Research Department released on November 18, 2005. Author Ronald O’Rourke is Defense Specialist in the Foreign Affairs, Defense and Trade Section of the U.S. Congressional Research Agency. Based on the report of the U.S. Department of Defense and reports by many U.S. critics, the author assesses the progress of China’s naval modernization and analyzes its future development prospects. It should be noted that the original author in the text revealed a clear theory of China threat theory. The normal equipment replacement and technological development of the Chinese Navy have been used as arguments to promote the Chinese navy’s threat to the security of the Pacific Ocean. The publication of this article does not agree with its point of view, nor does it confirm its content, for reference only for interested readers.
