本文以农作物秸秆既是一种污染源又是一种可利用资源为出发点,从法学的视角,以我国现行的农作物秸秆污染防治和综合利用的政策法规为切入点,对现行法律法规和政策措施进行了梳理并分析了其存在的不足,针对实际,提出完善政策法规的建议,希望能够对我国秸秆污染防治和综合利用乃至农村环境保护的发展有所帮助。
