党的十六界六中全会提出了“四位一体”和谐发展的新要求。经济建设、政治建设、文化建设和社会建设“四位一体”和谐统一,缺一不可。这里我想特别强调的是服务型社会的建设问题。其中,一个重点问题就是社团即民间组织建设问题。国际上叫做NGO(非政府组织)。建设和谐社会,不可能没有社团,没有民间组织。这是因为:
The Sixth Plenary Session of the 16th CPC Central Committee put forth new requirements for the harmonious development of the “four in one”. The “four in one” of economic construction, political construction, cultural construction and social construction are all united and indispensable. Here I would like to place special emphasis on the issue of building a service-oriented society. Among them, one of the key issues is the issue of community organizations that are non-governmental organizations. Internationally known as NGO (non-governmental organizations). Building a harmonious society, there can be no community, no non-governmental organizations. This is because:
