为了改变交通运输和邮电通信的落后状况,中共中央关于制订“七五”计划的建议中要求,坚决把发展交通、通信事业放在优先地位。随着经济体制改革的发展和计划管理工作的加强,全社会运输量指标已列入“一九八六年国民经济和社会发展计划”。但目前交通邮电统计范围不全,指标不配套,力量十分薄弱,远远不能适应客观形势发展
