邓小平同志曾讲:“舆论是社会稳定的思想中心。”当前,社会文化的发展和科学技术的进步,传播媒介日益多样化,社会舆论格局也随之改变。在这种情况下,胡锦涛总书记于2008年6月20日在人民日报社考察时指出:“要把提高舆论引导能力放在突出位置,进行深入研究拿出切实措施,取得新的成果。”2009年3月1日,中央党校校长习近平在出席中央党校春季学期开学典礼时,提出了领导干部应具备六种能力,其中着重强调,要提高领导干部同媒体打交道的能力,尊重新闻舆论的传播规律,正确引导社会舆论,要与媒体保持密切联系,自觉接受舆论监督。可见,在传媒多样化的形势下,提高领导干部的舆论引导力,把握正确的舆论导向,对各级领导干部更好地开展工作,落实科学发展观具有十分重要的意义,值得深入地研究与学习。
