各市人民政府,各县(市、区)人民政府,省政府各部门、各直属机构,各大企业,各高等院校:《国务院关于进一步加快旅游业发展的通知》(国发[2001]9号)已翻印发给你们,现结合我省实际,提出以下意见,望一并贯彻执行。一、贯彻省旅游发展总体规划,促进旅游资源开发建设各地要在《山东省旅游发展总体规划》的指导下,编制好各市和有关县的旅游规划。要努力提高旅游规划编制和项目策划水平,加强旅游规划和旅游项目实施的管理和监督,切实搞好旅游资源的开发和保护,防止盲目开发和低水平重复建设。市县旅游规划要纳入当地国民经济与社会发展计划,经计划部门审查,报上级旅游主管部门审核,由同级人民政府批准。上级旅游主管部门要加强对旅游规划的指导,并对全省从事编制旅游规划的单位进行资格认证。各地要根据批准的旅游规划,认真编制好重点旅游景区规划。建立全省旅游项目库,对重点旅游项目实行专家评审制度,并严格按照基本建设程序审批与管理。
