受金融危机的影响,出口需求严重下降,扩大内需成为各方共识,“家电下乡”政策在这样的背景下的应运而生。它是促进社会主义新农村建设、提高农民生活质量、扩大农村消费的一项重要举措,对扩大内需、改善民生、保持经济平稳较快发展具有重要意义。“家电下乡”是继“万村千乡市场”工程建设之后又一项惠民工程,是国家拉动内需的一项具体措施,同时也是一项惠农政策。为了深入了解“家电下乡”的实施效果和存在不足以及消费者的需求,以浙江省“家电下乡”政策实施情况为例进行调查与思考。
Affected by the financial crisis, the serious drop in export demand and the expansion of domestic demand have become the consensus of all parties. The policy of “bringing home appliances to the countryside” came into being under this background. It is an important measure to promote the building of a new socialist countryside, improve the quality of life of peasants, and increase rural consumption. It is of great significance to expanding domestic demand, improving people’s livelihood and maintaining a steady and rapid economic development. “Home Appliances Going to the Countryside” is another Huimin project following the construction of “Wancunqianxiang Market”. It is a concrete measure for stimulating domestic demand by the state and is also a benefit-agriculture policy. In order to gain a deeper understanding of the implementation effect of “home appliances going to the countryside” and its existing problems and the needs of consumers, this paper takes the implementation of the policy of “bringing home appliances to the countryside” in Zhejiang Province as an example.
