近年来,承德市林业主管部门认真贯彻“以营林为基础,普遍护林,大力造林,采育结合,永续利用”的方针,不断加强林业行政执法队伍建设,努力提高林业行政执法水平,取得了良好的效果。全市森林面积由1985年的1625万亩增加到现在的2480万亩,林木蓄积量由1985年的2700万立方米增加到现在的3840万立方米,森林面积和蓄积分别占全省的49.3%和48.9%。森林覆盖率由1985年的28%增加到现在的41.8%,平均每年递增0.92个百分点。——建立健全林业行政执法体系。为了强化林业行政执法工作,该市设立了12个县市森林公安分局,56个林区派出所,16个木材检查站,从事绿化管理、种子管理、森林采伐管理、木材运输管理、林地林权管理、森林病虫害防治检疫管理、森林资源保护管理、森林防火管理、野生动物保护管理的行政执法人员已达720人。形成了林业行政执法
