本文从高校自主招生与招生权的归属、教育公平、统一高考制度、高考改革配套机制的构建等方面,探讨了高校自主招生与高考改革的相关问题。高考与招生制度改革的实质是招生权的归属问题,也就是主体性问题,高校自主招生是高校办学自主权的具体表现。实施高校自主招生涉及教育机会的起点公平。改革的目的之一就是为了改变不合理的高考录取标准,综合考评学生,也让学生有更多选择的机会。在这个意义上,自主招生改革恰恰是为了更加公平。改革现行的高考与招生制度,需要构建政府、中小学与高校各系统之间的配套机制、一种合作与分工的管理体制。
This article discusses the issues related to college enrollment and college entrance examination reform in the aspects of the ownership of self-enrollment and enrollment, the fairness of education, the system of unified college entrance examination and the construction of reform mechanism of college entrance examination. The essence of college entrance examination and enrollment system reform is the ownership of enrollment right, that is, the subjectivity issue. The college enrollment is the concrete manifestation of the autonomy of running a university. The starting point for the implementation of college enrollment involves educational opportunities is fair. One of the purposes of the reform is to change the unreasonable college entrance examination standards, comprehensive assessment of students, but also allow students to have more choices. In this sense, independent enrollment reform is precisely for a more fair. To reform the current college entrance examination and enrollment system, we need to set up an auxiliary mechanism between the government, primary and secondary schools and colleges and universities, and a management system of cooperation and division of labor.
